The Institute of Actuaries of India (IAI) has updated its actuarial education structure under the Education Policy 2026. A key change of this move is the merger of CB3 – Business Management and CP3 – Communications Practice into a single subject.
If you are currently preparing for CB3 or CP3, you may have important questions: when the new format will be introduced, what happens if you have already passed one of the subjects, and whether you should attempt the existing exams before the change.
In this article, we explain the merger, the transition arrangements, and how you can plan your May 2027 examination attempt.

1. What Is the CB3 and CP3 Merger?
Under IAI’s Education Policy 2026, the existing subjects CB3 and CP3 will be combined into one subject.
The revised structure will look as follows:
| Particulars |
Existing structure |
Revised structure |
| Business management |
CB3 – Business Management |
Integrated into the new CP3: Strategic Management and Communication |
| Communication |
CP3 – Communications Practice |
Integrated into the new CP3: Strategic Management and Communication |
| Implementation |
Existing examination structure |
From November 2027 |
| Examination format |
Separate assessments under the existing structure |
One written paper of 3 hours and 15 minutes |
| Transition Period |
|
Students must pass both CP3 and CB3 by 31st December, 2028 in order to be exempt from sitting CP3 under new format. |
What will the new CP3 examination cover?
The merged subject brings together two broad areas:
01 / MANAGEMENT
Strategic Management: Understanding business strategy, strategic decision-making, and management-related concepts.
02 / COMMUNICATION
Communication: Communicating actuarial concepts and information effectively to non-technical audiences.
The aim is to test students’ ability to apply business management concepts and communicate actuarial insights with a non-technical audience.
Candidates should refer to IAI’s official syllabus and examination guidance for the detailed learning objectives and assessment requirements applicable to the new paper, as and when it is published.
2. Transition Rules: What Happens If You Have Already Passed CB3 or CP3?
Transition arrangements are particularly important for students who have already completed one of the two subjects or are planning to attempt the other before November 2027.
According to IAI’s Education Policy 2026, the following transition arrangements are applicable.
01
Rule 1: If you have passed either CB3 or CP3
Candidates who have already passed either CB3 or CP3 are provided with three additional examination diets (from the day Education Policy 2026 was announced) to pass the remaining subject under the transition arrangements.
This provision is intended to allow eligible candidates to complete the outstanding subject. However, candidates should regularly check IAI’s official announcements for further clarification on how these additional diets will operate alongside the introduction of the new CP3 format.
02
Rule 2: Recognition of passes and exemptions
Students who have passed or sought exemption from both CB3 and CP3 under the old format by 31st December, 2028 do not have to sit for the new CP3 exam.
Candidates should not interpret this date as an automatic guarantee that every student can attempt the existing version of both subjects until that date. Latest updates on applicable transition arrangements and examination availability should be rectified against IAI’s official guidance.
03
Rule 3: If you have passed only one subject after the transition window
Under the stated transition arrangements, candidates who have passed only one of the two subjects as at 31st December, 2028 will be required to appear for the merged CP3 paper under the new format.
3. How Should You Plan Your May 2027 Exams?
Now comes the most important part. With the merger of CB3 and CP3 scheduled to take effect from November 2027, should you attempt the existing subjects in the May 2027 Exam Diet?
The following recommendations are based on your current progress and preparation level.
Note that these are our suggestions, not official IAI guidelines. We have provided advice after carefully considering some cases below. For further clarification or case-specific guidance, reach out to us.
01
Your current position
Situation 1: You have not passed either CB3 or CP3 and are just starting out
Our recommendation
Consider preparing for the new CP3 format instead.
If you are just beginning your preparation, we recommend focusing on the new CP3 format, scheduled for introduction in November 2027, rather than rushing to attempt the existing subjects in May 2027.
This gives you time to understand the revised syllabus and prepare for the integrated subject from the outset. Additionally, you will have a couple of past papers under the new format as reference by the time you sit for the new CP3 exam.
However, if you have already made substantial progress in preparing for the existing subjects, evaluate whether a May 2027 attempt is realistic before deciding to wait.
02
Your current position
Situation 2: You have passed three or four exams and are close to attempting CB3 or CP3
Our recommendation
Consider attempting both subjects in May 2027, if you are adequately prepared.
If you have already passed several exams, May 2027 may be an opportunity to complete the existing subjects before the new format is introduced.
However, do not attempt both exams simply to avoid the new format. Make sure you have enough time to prepare properly and that attempting them will not negatively affect your preparation for other exams. Right now, you have plenty of time to prepare for and take both CB3 and CP3 before the next exam diet.
Keep in mind that your chances of passing should matter more than simply attempting the exams before the change.
03
Your current position
Situation 3: You have already passed either CB3 or CP3
Our recommendation
Consider attempting the remaining subject in May 2027.
If you have already passed one of the two subjects, we recommend attempting the remaining subject in May 2027, given that there is enough time to prepare right now, if you begin as soon as possible.
This could allow you to complete both subjects under the existing structure before the revised CP3 format is introduced.
Before deciding, check the latest updates on IAI’s official transition rules and any subsequent clarification regarding candidates who have passed only one of the two subjects.
A quick summary of our recommendations
| Your current position |
Our recommendation |
| Have passed neither subject and are just starting out |

| Have passed three or four exams and are close to attempting CB3/CP3 |
